Sakaja’s reshuffle came on the same day his office announced the creation of six administrative units referred to as boroughs
Nairobi County Chief Officer for Environment Geoffrey Mosiria has been transfered in the latest reshuffle by Nairobi Governor Sakaja Johnson as he made changes in the county executive team to improve service delivery to city residents. The changes, carried out in accordance with section 45(5) of the County Government Act 2012, saw a total of 10 county chief officers reassigned as od Tuesday, November 18, 2025. Nairobi County Chief Officer for Environment Geoffrey Mosiria has been moved to a new docket in the latest changes made by Governor Johnson Sakaja. Mosiria vocal on matters touching his docket, conducting raids and operations to crack down on entities and individuals violating the law, while recording such episodes on his social media pages, such as TikTok will now be in charge of Citizen Engagement and Customer Service in the changes contained in a circular dated November 18, 2025, signed by Sakaja. Mosiria has been replaced by Hibram Otieno, who was, until yesterday, was in charge of Medical Facilities. In the new changes, Godfrey Akumali has been moved from Business and Hustler Opportunities to the Housing and Urban Renewal Department, while Tony Kimani, who headed Social Services sector, transitioned to lead the Social Services and Estate Management sector. Producer Clement Rapudo, popularly known as Clemo will head Smart Nairobi Sector, moved from City’s Culture, Arts and Tourism sector. Lydia Mathia, who was previously the County Chief Officer, Housing and Urban Renewal, will now serve in the Business and Hustler Opportunities department, while Sande Oyolo moved from Digital Economy and Startups to Medical Facilities docket. Wilson Gakuya will now lead the Digital Economy, moved from the Smart Nairobi sector. Zipporah Mwanguli moves to the City Culture, Arts and Tourism from Citizen Engagement and Customer Service, While Michael Waikenda moves from Mobility Sector to the Mobility and AG ICT Infrastructure. Sakaja’s reshuffle came on the same day his office announced the creation of six administrative units referred to as Boroughs, aimed at ensuring effective service delivery for Nairobi residents. The Boroughs include Western, Northern, Southern, Eastern, South Eastern and Central, and each will be under the leadership of a manager. Janet Waeni Kimeu will manage Western, John Saruni will take charge of Northern, Darasso Luka Wario will head Southern, George Muga will oversee Eastern, Susan Wanjiru Gichamba will lead South Eastern, and Charles Baldy Mabonga will manage the Central Borough. “Pursuant to the County Government Act 2012, Sections 48 and 72(2), the following transfers and redeployments have been occasioned within the Boroughs and Sub-County Administration sector, the Green Nairobi Sector and the Built Environment & Urban Planning Sector,” Acting County Secretary Godfrey Akumali said in a memo to all county employees.
