IEBC Invites 2027 election Tender Bids for KIEMS Kits, Ballot Papers and Voter register
The Independent Electoral and Boundaries Commission (IEBC) has begun fresh preparations for the 2027 General Election, inviting bids for the supply and maintenance of key election technology and materials.
Through a tender notice on August 11, the electoral commission invited eligible bidders to provide, install, test, commission and maintain the Kenya Integrated Elections Management System (KIEMS), including the required hardware, equipment and accessories.
“The Independent Electoral and Boundaries Commission (IEBC) invites tenders from interested eligible bidders for the supply, delivery, installation, testing, commissioning, support and maintenance of the Integrated Elections Management System (IEMS), hardware equipment and accessories until 1st September, 2026 at 10am East African Time,” IEBC stated.
The tender also covers support and maintenance of the integrated Elections Management System (EMS), which will form part of the technology infrastructure used in the management of the elections.
The tender, referenced as IEBC/OIT/01/2026-2027, has a September 1, 2026 deadline, with bids required by 10am East African Time.
In a separate tender, the IEBC is seeking suppliers for ballot papers, tactile folders, the register of voters and statutory election result declaration forms.
The second tender, referenced IEBC/OIT/02/2026-2027, closes on the same day at noon.
The two procurements point to the commission stepping up logistical and technological preparations for the 2027 elections, with the tenders covering some of the key systems and materials required to conduct the polls.
Under the KIEMS tender, successful bidders will be responsible for the supply, delivery, installation, testing and commissioning of the equipment. They will also provide support and maintenance services.
The commission has set a Sh30 million bid security requirement for companies seeking the KIEMS contract.
Bidders for the supply and delivery of ballot papers and other election materials will be required to provide a Sh40 million bid security.
According to the notice, the securities must come from a reputable financial institution or insurance company, or be provided through a banker’s cheque payable to the IEBC. The securities must remain valid for 270 days after the bid submission deadline.
Interested bidders can obtain the tender documents from the IEBC Procurement Office at Anniversary Towers, Nairobi, or download them free of charge from the commission’s website www.iebc.or.ke and the Public Procurement Information Portal.
The commission said bidders who download the documents must submit their particulars to the procurement office before the deadline to facilitate communication on tender clarifications and any addenda.
The KIEMS tender will be opened immediately after the deadline at the 21st Floor Conference Room at Anniversary Towers.
The tender for ballot papers and other election materials will be opened at noon at the 15th Floor Conference Room at the same building, in the presence of bidders or their representatives who choose to attend.
