IEBC Appoints Ruth Kulundu as Acting CEO Amid Preparations for 2027 General Election

NAIROBI, Kenya – The Independent Electoral and Boundaries Commission (IEBC) has appointed Ruth Kulundu as its Acting Chief Executive Officer and Commission Secretary, following the expiry of Moses Ledama Sunkuli's six-month tenure in the acting role.

The appointment, which took effect on Wednesday, August 5, 2026, was communicated to staff through an internal memo signed by IEBC Chairperson Erastus Ethekon. Kulundu, who has been serving as the Commission's Deputy Commission Secretary in charge of Operations, will steer the electoral body during the transition period.

According to the commission, Kulundu will serve in an acting capacity for two months or until the ongoing recruitment process for a substantive Chief Executive Officer and Commission Secretary is concluded, whichever comes first.

In the communication, Chairperson Ethekon called on all members of staff to accord the new acting CEO their full support to ensure the commission continues to operate efficiently during the transition.

The commission also expressed its appreciation to Moses Ledama Sunkuli for his service during the six months he held the office in an acting capacity before his tenure came to an end.

Kulundu assumes office at a critical time for Kenya's electoral management body as IEBC intensifies preparations for the 2027 General Election. The commission is expected to oversee key activities, including voter registration, electoral technology preparedness, stakeholder engagement, and other administrative processes essential for delivering credible elections.

Her appointment is expected to provide continuity in the commission's operations as the recruitment of a substantive CEO enters its final stages.

Political observers note that strong administrative leadership at the commission will be crucial in restoring and maintaining public confidence in Kenya's electoral process ahead of the next general election.
