CECAFA Must Raise Refereeing Standards for Regional Football to Grow

The ongoing CECAFA competitions continue to showcase the immense football talent that exists across the East and Central African region. However, once again, conversations after the matches have been dominated not by the quality of football, but by the standard of officiating.
Having watched the Gor Mahia vs Al Hilal SC match and the Jamus SC vs Rayon Sports FC encounter, one issue stood out—poor refereeing. In both matches, several officiating decisions appeared inconsistent and, at times, gave the impression of bias. Whether intentional or not, such performances undermine the credibility of the competition.
Football can only flourish when every team steps onto the pitch believing the outcome will be determined by the players—not by questionable officiating.
Referees are expected to be impartial guardians of the game. Their responsibility is not only to enforce the Laws of the Game but also to protect the integrity of the competition. When officiating falls below the required standard, confidence in the tournament suffers, and the focus shifts from football to controversy.
CECAFA should therefore invest more in recruiting, training, assessing, and appointing competent match officials for its competitions. Regional tournaments deserve referees who can handle high-pressure matches with consistency, confidence, and fairness.
Another issue that CECAFA must address is the long-standing perception that host nations often enjoy an unfair advantage through officiating. Whether this perception is justified or not, it exists across many member associations and continues to damage the reputation of regional football.
Similarly, there is a recurring belief among some stakeholders that certain countries receive less favorable treatment than others during CECAFA competitions. Perceptions, even when not supported by evidence, can be just as damaging as reality because they erode trust in the competition.
The regional body has a responsibility to confront these concerns openly. Transparency in referee appointments, stronger referee assessments, and stricter accountability for poor performances would go a long way in restoring confidence among clubs, players, coaches, and supporters.
East and Central Africa possesses enormous football potential. The region has produced exceptional players, passionate fans, and competitive clubs capable of competing on the continental stage. However, that progress risks being slowed if officiating controversies continue to overshadow the football itself.
Every team deserves an equal opportunity to compete on merit. Every supporter deserves confidence that matches are decided fairly. And every referee must uphold the highest standards of professionalism and neutrality.
If CECAFA is serious about elevating its competitions and strengthening its reputation across Africa, improving refereeing standards should be treated as a priority—not an afterthought. Fair officiating is not a privilege; it is the foundation upon which credible and respected competitions are built.
